With the aim of building a national high-tech zone, Xiangxi High-tech Zone has seized the development opportunity, actively implemented the strategy of “Three Hubs and Four New Missions” and focused on the construction of a “Five Good” park. In 2022, in the comprehensive evaluation of “Five Good” parks of 133 provincial-level or above industrial parks, Xiangxi High-tech Zone ranked third among the provincial parks in Western Hunan.
In recent years, Xiangxi Hi-tech Zone has continuously improved the innovation level of the park, promoted the construction of technological innovation platforms, supported the cooperation between enterprises and universities as well as scientific research institutes inside and outside the prefecture, and driven the development of the park through technology.
At present, 2 academician workstations, 2 postdoctoral workstations, 1 national R&D center, and 22 provincial- and prefecture-level R&D platforms have been built. Moreover, there is 1 national-level maker space, 5 provincial-level technology business incubator maker spaces and over 210 incubating enterprises, providing more than 1,700 jobs.
Xiangxi Hi-tech Zone has successfully built the first national innovation and entrepreneurship incubation base in the Wuling Mountain area, entered 27 public service platforms, and incubated a number of small and micro start-ups.
Xiangxi High-tech Zone has taken talent as the “first resource” for the development of the park and adopted multiple measures to draw talented people. It has considered project construction as the “first driving force”, tracked the whole process of the projects and improved the project construction environment.
It has regarded investment attraction as the “No. 1 project” and launched a series of major preferential policies. It has deemed favorable business environment as the “first guarantee”, helped enterprises solve problems, introduced preferential tax policies, provided 95.3668 million yuan of various financial awards and subsidies, and slashed 9.78 million yuan of rent for small and micro service enterprises.
Xiangxi Hi-tech Zone has formulated an implementation plan to promote the establishment of the “Five Good” park and the construction of industrial chain.
In the future, it will focus on the development of productive services, the creation of innovation platforms, the introduction of Fortune Global 500 enterprises, China’s Top 500 enterprises and China’s top 500 private enterprises as well as major projects, the innovation of the park’s institutional mechanism and the construction of the business environment, green park and safety park, etc., in an effort to accelerate the construction of the “Five Good” park.
